No, first of all because he actually won some northern states in 2011 like Adamawa, unlike the SE where 99% of the 2015 votes were against Buhari.

Apart from that, politically, the North is too strategic a region to mess with because of its electoral muscle.

He gave appointments freely to northerners mainly from the north-west which he did not win so I don't understand your analogy. Secondly,politics and governance are two different things. When you are going for elections you are a politician but once you win you become a statesman who treats everyone equally and not based on the votes you got, that was why OBJ did not sideline the south west after they didn't vote for him in 1999.
If governance becomes only for those that won an election there is going to be ethnic mistrust and fight.

Did you read where I wrote that the North (especially NW which dictates the northern political trajectory) is too politically strategic and electorally dangerous to mess with due to its electoral might?

Secondly, politics is not a tea party. Interests must be served and common sense dictates that the interests of those who gave the winner their mandate will naturally be have a higher priority than those who worked tirelessly against his success. However don't forget that the constitution protects those that didn't vote for the winner by specifying certain appointments (e.g. one minister per state) that must be made regardless of the voting pattern.

Finally you wouldn't expect OBJ to work against his own region because of the electoral outcome, especially as his opponent was from the same region.
