They are brought out for use only when the condition is stable...i.e at cruise condition. Most of the time, the pilot tells the stewards when to set up the table.

Just like the pilot will announce when you can relax your seat belt, when you can visit the convenience, When the media/movies will be available etc. Everything that happens during flight is perfectly timed to adapt with the prevailing circumstances and conditions.

Regardless of who is onboard, when it wants to happen it will.
