you can achieve it in 2ways. Using a vector program like coreldraw or adobe illustrator but the later is preferred and the other option is by a picture editing software and in favour to this is photoshop, so choose your preferred path of study.

all I see are poorly done jobs, some using filters and just painting on-top. real quality cartoons are drawn from the scratch by a true artist/illustrator. things like these are truly mind blowing. check my siggy if you want one done
