You need a base to single crochet over. Check people that sell bag and accessory making supplies and ask for single chain rings. They come in a few shapes, Round, square and D shaped. They may also come in pairs.

I don't have a pattern for the napkin rings but that can be easily figured out.

Like Alphahandmaiden suggested, you will need rings (usually plastic ones).

Do one round of sc over the ring, join with sl st.

Make a butterfly appliqué and attach to ring.
