Assuming... Department of Agric have 100 ASPIRANTS. Out of which, 60 candidate scored 50% and above..
Probably if there cut off is 55...
45% of the 60 candidates (=27) will be admitted through merit list.
30% of the 60 candidates (=18)will be admitted through locality
And 25% of the 60 candidates(=15) will be admitted through ELDS
The total cumulative of each department will stand as average he's referring to.

we've been both worried.

I hope the cut off mark will be in our favour sir.

About the "Locality "to the best of my knowledge
some years back when UI released cut off mark it was under three(3) categories

MERIT. LOCALITY . and ELDS

locality: one with the highest cut off mark from a particular state.
for example 5 people applied to study MBBS from Lagos State 3 of them make the merit list then the person with the highest score between the two remaining guys will be admitted as per LOCALITY.

but in recent years UI don't publish the cut off mark for locality for reasons best known to them.
