Your points are not enough to condemn a job seeker as you say here. As far as I'm concerned, if I've a better offer I'll always go for it. Who knows whether the job seeker you describe here had a better offer.
I once once told by someone to go and take up the job of Sales Executive in insurance company, but I rejected it. If the person that sent me to go there later say what you are saying now, I will not take the person to be lazy.
The truth is that the job you linked him is one of these jobs that the pay is not encouraging. Giving another job let's say in Chevron, he will prove you wrong.

If you can't be trusted with little why should much be given?
If he can't make a simple 10am first meeting then how do u think he will cope when he supposed to close a deal with a top company when given specific time.

There should be dignity in labour. And punctuality is sole of biz. If you are job hunting, the first thing or step should be keeping to time.

If he didn't like d offer ,he wouldn't have called me to say the guy refused seeing him anymore..

This is something HR personnels do without even notifying d candidate and they farm well don't ask for money. This ones asking for money... Hmmmm... E be as e get. Its looking like scam

I went for an interview around July,I was tested on Maths,English and subject(forgotten what they call it,lolz).. I did the oral interview on that day).They told me they can pay between 30k to 35k..but I said for a start 40k due to the distance of my place to the school.
