it isnt an account , it is just the agreement between the buyer and the seller to have a neutral person who will hold on to the funds until the seller fulfils it part ,once the seller delivers then the person who stands as the escrow will release the fund to the seller. it actually safeguards both parties and not the buyer alone, some buyers are unscrupulous and may at times want to prove difficult , in this case the escrow holds on to the funds until an amicable solution is reached by both parties
