The Niger river area was once a bread basket and now people are starving, and have been since the turmoil of slavery and colonial era. You must begin to use horses and modern wagons to deliver food to cities and towns. Create large greenhouses and cassava plants near the cities or within them so as to shorten the distance for this ancient transportation system. Don't depend upon fossil fuel for not only is it bad for the environment but it can be costly and expensive ruining agricultural programs its supposed to benefit. Solutions: Lower the price on all goods and services not just one commodity like food. That's total restructuring. When you pull on the economic web the whole thing moves.
