Key point on APC Restructuring panel Report headed by El Rufai. 1. Resource control be approved for Onshore oil, gas and all other mineral resources be controlled by states. 2. Offshore oil, gas and all other minerals resources to be controlled by federal govt. 3. Local govt should be scrapped and be removed from Nigeria constitution. Let every states decide how to manage it's communities. 4. State police should be created. 5. Independent candidates be approved for election if they meets INEC conditions. 6. States share of revenue allocation should increase while that of federal govt should reduce. 7. Some states should be allow to merge. No additional states should be created. 8.State of origin and local govt of origin be abolished and to be replace with place of residence. Even in the united state, the best known federal system in the world, US federal govt control offshore oil resources. Anything in the sea is own by a country not a state. International law does not recognise State when it comes to sea. only few miles from shore is own by states in the United state of America. This issue has already be mostly resolved by Obansanjo under the Offshore/Onshore dichotomy on the 13% derivatives. Some people like you lack wisdom. in the current system you don't have or control anything. There is a proposal to give u some control, wisdom should have made you calm down and grab it first before pushing for more. If u push for more now, you will get nothing but status quo |

I was right on fact oil and gas would be included if mines and minerals were to be moved in concurrent list. Nothing changes in respect to allocation so it wouldn't matter. The should decentralise police and prisons. It makes perfect sense. This herdsmen and prison over crowding issue highlights these facts. The rest of items they want to move is good start. “The fifth item is mines and minerals, including oil fields, oil mining, geological and natural gas. This should be moved to the Concurrent List. However, all offshore oil shall remain absolutely vested in the government of the federation. |

States do have offshore rights in United States. Each coastal state owns the territory extending 3 nautical miles (6 km) from the shore at mean low tide, and has jurisdiction to decide whether or not, and under what terms, to lease the territory for oil and gas. Exceptions include Texas and the west coast of Florida, which for historical reasons own the seabed out to 9 nautical miles (17 km) from the shore. |

The court ruling invalidated existing state leases over producing offshore oil fields in the three states. However, the US Congress passed the Submerged Land Act in 1953, which recognized state ownership of the seabed within 3 nautical miles (6 km) of the shore.[3] That same year Congress also passed the Outer Continental Shelf Act, which gave the federal government jurisdiction over minerals on and under the seabed farther offshore from state waters. The first federal offshore lease sale was held in 1954, to offer oil production rights under federal seabed in offshore Louisiana. Shifting shorelines in the vicinity of oil fields have been a thorny issue. In the Goose Creek field along the coast in Harris County, Texas, so much oil was produced that the ground elevation sank ten or more feet, putting some privately owned oil-producing lands below sea level.
