the list makes sense to me.. if we adopt this i believe we would make progress as a nation.. i particularly buy the idea of scrapping local govts. in Nigeria, dont see the use though i stand to be corrected

On-shore rights for states, off-shore rights to FG. Pray, is an off-shores resource not falling within the boundaries of a state?
Btw what legal standing does this 'committee' have? - a committee set up by party for party and to the party! It's report is not binding on the FG nor is it an apparatus for constitution amendment. The best I see it useful for is party manifesto, which can/would always be discarded 'bayan' election...

But are they going to make it a reality? I found it very interesting and in fact, the way forward for Nigeria. But like the monkey's master would wave a beautiful banana to his monkey without allowing the animal to eat it, will the politicians make it real. That's the only fear. Jonathan made plans and promised to follow it if reelected. This government even went ahead to show us the contents of their plans hoping to exchange that for reelection. But whether they get reelected or not, I don't trust them at all.

This is one of the profound report that can help the country. Unfortunately, a lot of people will stand against it both in the North and the South. In the North, because they have advantage of the number of local government created improperly by the Military to favour the North. So, eradicating local government from the constitution will automatically stop federal allocation from going to them based on the number of local government.
For the South, the major problem will be with the South South. They will want the state government to control the offshore oil and gas. Whereas, no country in the world where such practice exist.
Establishment of state police will be a good thing, but for few years, the federal government should control the state police until such a time when the police will not be under the control of the governor of each state. In other words, the governor should not be able to use the state police against his political enemies.
I wholeheartedly support this report and I am advocating that Nigerian should give it a try for the greatness of the country. If we have a fear, a clause can be put in the amended constitution that 20years will be use to try it, if it is heading for failure, we could go back to the current constitution with a little amendment.

Even in the united state, the best known federal system in the world, US federal govt control offshore oil resources.

Anything in the sea is own by a country not a state. International law does not recognise State when it comes to sea.

only few miles from shore is own by states in the United state of America.

Nigeria federated system is not practiced as it is in the US.

The hidden nugget here is a poly by the Northern states to control 100% of current and future solid mineral deposits/exploration, while they still stretch their hands out for revenue from oil exploration from the South.

2. Offshore oil, gas and all other minerals resources to be controlled by federal govt.

3. Local govt should be scrapped and be removed from Nigeria constitution. Let every states decide how to manage it's communities.

4. State police should be created.

5. Independent candidates be approved for election if they meets INEC conditions.

6. States share of revenue allocation should increase while that of federal govt should reduce.

7. Some states should be allow to merge. No additional states should be created.

8.State of origin and local govt of origin be abolished and to be replace with place of residence.

Good but not good enough. Ethinic group from Middlebelt that want to join SW should be allowed to either form a new state or boundaries adjustment should be made on states for such people.

I'm sure you know the stance of this government about restructuring, maybe you forgot so quickly?

El rufai himself is against it and most northerner are, likewise the President. They are obviously diverting attention, and as you know our politicians, this is what they want to use for 2019....

Are you saying they didn't talk about restructuring prior to 2015 election? Have they done anything since then? Do they even know what it means and how to make it work?
