The President is quiet about Benue. But honestly, the governors and most importantly the NASS can do something about it. During Jonathan's time, the governors had to wait for the President to give orders before the Police could move into high gear. Now with Buhari the governors still have to wait. In the meantime people die. The governors of these states should call their senators and change the law such that the state and local governments can have a first line of defence. One man should not be deciding from Abuja the level of security that the people should have. Its does not work. Even on a normal day, there is a small security presence in the cities. Not many people can say they feel secure in the house in Jos, for example, because of the police. Its time to change this system. It's not working. ( I talk more about this here:

That's true. The problem is that if the Governors and LGCs don't start demanding for this, the tribes will get more angry. Very soon, everybody will pick up arms. And then we have a real problem on our hands. Learned yesterday that about 10 Fulani people were ambushed and killed by some Tiv people. Another 9 were killed by Herdsmen in Kaduna. This is all in one day. If they wait for Buhari, Nigeria will go up in flames.

Does that mean that the president is useless in this case after swearing on oath to protect lives rather choose to protect cows.

Yep... at this point, that is clear. What people say or even swear to do is not what they always do. He has no reason to act quickly. The governors and LGCs do. They should be given the power to act.
