The refinery will source its crude oil from Oil fields in Niger republic, not Niger-delta.
This make great economic sense because,

1) the refinery will be closer to its raw materials(Katsina is about 50Km from the oil fields of Matadi, Niger republic).

2) It will serve as alternative source of refined petroleum products to the volatile Niger-delta, where militants always blow oil infrastructures and will continuously sabotage progress.

3) On a greater scale, the development of the North is to the greatness of Nigeria, unless the North, they will continue to draw the the country backward.
