I saw the game on NBC Sports and the conversation was audible.

If he thought H. Kane was offside he should've raised his flag. There was enough time for him to do that before Kane went down in the box and the penalty was given.

Hence, interrupting the ref to ask him if Dejan Lovren touched the ball.

That linesman should be demoted.

What you might need to take into consideration is whether Kane made a move to receive the pass. From what I see, the ball had not reached him (he wasn't interfering with play even if the pass was directed at him) thus according to the rule, he wasn't off. If Lovren didn't touch the ball and Kane made a move for it, then, he'd have been flagged offside. Correct decision there.
