Its just political and ethno tribal differences thats making this issue a big one. Normally, Its a very small issue to resolve. The states are not dashing out land but rejecting the idea about the goverment setting it up. Definitely, states will be compensated for acquisition.
It could even be a long term lease if they really wan to play on the part that they want ownership.

Let me tell you, if you confine this heardsmen, any one you see roaming about will severly face the law and lose his heard which they wont even do. I know Nigeria`s MENTALITY, They will start consuming any cow seen roaming outside ranch.
