I always have this notification, but anytime I get it disabled, it comes back again.. How do I remove it permanently

The answer is simple.
Go into your Google Play Store.
in the side nav , select 'Play protect'
disable play protect.

Seems you downloaded that app from a Malicious site... Your phone might already be Compromised.... Uninstall the app and observe your phone....

Formatting your phone is probably the best option to avoid PHISHING.... I hope you know what that means....
