That was not tobi's fault but a collective failure.their performance during those two stints were better than the performance under khloe when they won.

I just edited it. I remember Tobi ruled thrice and they lost their wager twice and won only once. Sometimes, it is not the fault of the HOH if they loose a wager. If part of the housemates fail to put much effort and fail to contribute efficiently, they will lose their wager. Some of the housemates decided not to put much effort this week for reasons best known to them. I guess they were not happy with Bambam being HOH...Now they will all have to suffer the food and water scarcity.
