It all comes down to the midfield problem.
Event though what you say is an option, there also a potential defensive consequence to playing that way.

Conte doesn't want to lose the midfield to Palace because they have sacrificed their wing play for numbers in midfield.
Man for man, most midifields will run over a Kante-Fab midfield.

This is why Conte is playing this way. Play Hazard Centrally, give them something to worry about in the middle and prevent them from pushing up against Fabregas who is a weak link.
