it seems you didn't read through or you can't simply comprehend. Gardner is for a pry 6 cert holder not a degree holder as you aforementioned, to make $21k plus per annual. I think that is more than fair enough considering the minimum wage and the cost of living in Nigeria.

It also says you can apply regardless of race and nationality but veterans with DD214 have priorities.
