Kaduna is the second most indebted state in Nigeria and El Rufai wants to borrow $350 million = N126 billion. Kaduna IGR is $72 million = N26 billion p/a

Executive oversight is the purview of the state legislature, and in the brand of democracy we practice, it had not been proved effective in any state of the federation.
Besides, get this right : it is not the business of government to do business. Collecting loans for projects with ' regenerative potential ' is not the job of any governor. The private sector is best placed to allocate capital. We have tried that model ~~hundreds~~ thousands of times in the past 58 years with the same result : failure.
