Sorry, but this is just nonsense. These clashes are actually very easy to resolve, by a single legislative measure: decentralize policing to the LGA (not the state) level, with local police chiefs who are appointed and overseen by elected LGA councilmen. I guarantee that this one measure will not only provide an effective means to stop herdsmen from infringing on the property rights of farmers, it will also do wonders for all kinds of other crime as well.

That Buhari has failed to take even the smallest step towards local policing, even in the face of calls from so many quarters to do so, very likely owes to 3 reasons, all of which cast him in the worst possible light.

1. Buhari is too attached to the powers of intimidation that a centralized police force controlled from Abuja provides to him, even if that means it is utterly useless at preventing crime or arresting criminals.
2. Buhari recognizes that local policing will give farming communities an effective means to check herdsmen attacks, without forcing them to rely on unaccountable and undisciplined vigilantes, but he can't put aside his sympathy towards his ethnic kinsmen to permit local police forces which will reliably enforce the property rights said kinsmen currently infringe at will (sometimes abetted by the very policemen who should be reining them in).
3. Buhari is simply too intellectually limited to even appreciate that there is anything structurally wrong with the current setup of the Nigerian police, and he truly believes that the only problem with centralization is that the "right" person (i.e. himself) should be the one pulling all the strings from the center, just like he thinks Nigeria's only real problem is "corruption" (which apparently is only practiced by his enemies).

The scary thing about Buhari is that all 3 of these reasons are equally plausible!

But bros, let's admit it, Nigeria is absolutely not ripe enough for state and local government police structure.
Most of our governors re touts.
Most of our local government chairmen re thugs.
Counselors re cultists.
Are these the kind of elements u hand state's security resources to? Nigeria as a country is devoid of responsible politicians.
Again, aside the fact that funding will overwhelm them, there is the possibility of security operatives being deployed for private and selfish reasons.

With permission from my Bishop, Most Rev. Charles Hammawa of Jalingo Diocese, I Rev. Fr. Emmanuel Atsue (the Rector) want to announce and inform Nigerians and the international community that our diocesan Sacred Heart Minor Seminary was attacked in the early hours of this morning 28/05/2018 at about 12:30am by sophisticated armed Fulani Herdsmen (at least we heard their conversation). They shot sporadically at the Rector's residence, broke window glasses in the process, (litered live bullets were collected by police) windscreen of one of the vehicles belonging to one of the priests, they shot and injured one of the priests Rev. Fr. Cornelius kobah on the leg, beat up Fr. Stephen Bakari. From their conversation we were able to understand that their grievances against us is that the security men in the Seminary have been challenging their decision to graze right inside the Seminary: around the classes, football field, laundry etc. They said even inside the church if they see grass their cows will graze. Normalcy has temporarily been restored thanks to the prompt response from the Nigerian Police, Army, Civil Defense and local vigilantee. All our students are complete, none is missing. Two of them who were showing them the way to the Father's house suffered injuries from the sticks of the herdsmen. I had a meeting with the officials of the Parents Teachers Association PTA and the bishop has equally approved one week break for the seminarians to enable them manage trauma for a while and to show themselves to their parents that they were safe. For now this is the situation. Let us continue to pray for and work for peace in Nigeria.

I don't agree with any of this. You call local government chairmen "thugs" and "cultists", but even if these accusations are true, how does that make them any worse than the politicians in Abuja, about whom we hear of their hired thugs and attempted assassinations on a daily basis? What makes the likes of Buhari, Saraki, Melaye and the rest any better than LGA chairmen?

In addition, you mention a "state and local government police structure", even though I specifically said the level of organization should be at the LGA level, not the state level, a provision I made to avoid the danger of governors turning police forces into their own private armies. Even if LGA councillors are "thugs" and "cultists" as you state, it is still far easier to get rid of such "thugs" and "cultists" than it would be to remove any of the "thugs" and "cultists" in Abuja: just look at how Dino Melaye's recall ended up going nowhere after all that effort, or how Kwarans have been unable to rid themselves of Bukola Saraki even though they hate him so much they stone him whenever he shows his face in public.

The only real problem there is right now with decentralizing to the LGA level is that they LGAs aren't fully independent of the state governments, due to the power governors are given to interfere with LGA funds. This is another measure Buhari ought to have corrected long ago if he had the slightest clue and cared about anything other than traveling abroad to conferences his foreign minister should be attending on his behalf, belittling his countrymen in the international media, and other such inanities.
