That theory is wrong. Before they became the government. They were once people. The problem starts from the bottom and the hypocrisy of the Nigerian people. Tell me why Fasgila will work his ass out when he was Governor to keep Lagos clean and the moment he leaves office. Lagosians will turn around and mess up the city. The upbringing of a Nigeria child is messed up, no societal values, the issue here is the society comprising of both the people and the govt.
