My friend that lives in the US is interested in starting a Gas Station here in Nigeria, and wants to know maybe 25 million will be sufficient to start a grade Gas Station. if you have any idea kindly share it here, thank you.

Is too much. Land 5m(depending on the area) it might be less. Infrastructure including the cylinder 2 to 5m. While buying the gas and licensing varies total of 2m

Yes. there are franchise options open also with a gas company in Nigeria.

If he wants to start on his own, he will need a good location at a good distance away from residential areas. that's one of the criteria for DPR licence.

if he's starting with a mini skid gas tank, he can start with less than 25M.
