This is the reason Fela sang "Teacher don't teach me nonsense". In one of his interview, he said why would American who teach us Democracy still do business with Army who took over power illegally? And also the British who colonize us also didn't kick against military Govt.

In the first place, GCFR is meant to be awarded to a "president", not a president elect.

What does Mandela's award has to do with Nigeria present economy or is APC trying to justify the award given to Baba MKO after 20years that is not in Nigeria constitution.

GCFR is meant to be awarded to a "president", not a president elect.
Chief Obafemi Awolowo was awarded the GCFR by President Shehu Shagari. Furthermore, Dr Mandela was not the president of South Africa when he was given the award.

You Ipob youths are pathetic. You hatefully bring out negativity out of issues due to your jealousy and low self esteem.

The award was given to Mandela in 1990 after he returned from prison. He had not even been elected as President. He became president in 1994.

When others start trolling you online, you start playing the victim. You don't give hate and expect love.

The issue here is not Buhari giving the award, it's him giving the award posthumously which is illegal.
Please quote the section of the law that makes it illegal for him to give the award posthumously and also quote the section after that section.

Na simple maths na!

That was when PDP controlled the army, police,DSS,inec, nysc etc and Buhari had nothing.

So,now that Buhari have this agencies under his watch and PDP can not use them to intimidate or rig again like in 2015,don't you think the difference between Buhari and PDP will be higher than 2015?

My point isn't even about MKO Abiola or any of the things that have happened in the past few days. Instead it's about something that I noticed in 2011 and 2012. Nigerians know next to nothing about their national awards!

1) The GCFR is not reserved exclusively for presidents. Chief Awolowo received the GCFR in the Second Republic. Similarly, the GCON is not reserved exclusively for vice presidents. Aliko Dangote was awarded the GCON.

2) The national awards have been presented to non-Nigerians many times. This is the issue that shocked me the most (that fact that people don't know this). I have studied diplomatic visits closely for 38 years and I know that heads of state usually give each other their country's highest awards during state visits. The Queen was awarded the GCFR, as was Emperor Hirohito. The law actually says that the awards should only be given to Nigerians, but it also gives the president the power to make exceptions.

3) The law does not explicitly say that the awards cannot be given posthumously. What it says is that the president must present the award to a recipient in person. An award cannot be presented to a dead person "in person". However, the law also gives the president the power to make exceptions.
naptu2:
O! And it's not true that the national awards are only given to corrupt politicians. I've been studying the national awards for a long time and I've noticed a trend.

Politicians and notable business people usually get the highest awards (GCFR, GCON, CFR, CON), but real heroes usually get the lower awards (OFR, MON, OON, MFR, etc.).

Unfortunately the media mainly reports about the politicians and business people that receive awards, but I've seen a soldier receive an award for carrying his injured commander for several miles while under fire in Liberia. That soldier basically saved his commander's life. I've seen foreign missionary teachers, who've spent decades in Nigeria and educated hundreds of Nigerian kids, receive awards for their services to education. I remember that Reverend Sister Dr. Leonie McSweeney received an award for her services to healthcare and education. Dr McSweeney is the Reverend Sister that usually appeared on the NTA at night to teach natural methods of family planning in the 1980s and 1990s.

ANC vice president, Dr Nelson Mandela, visited Nigeria in 1990 to thank the country for its support during his incarceration. A state reception was organised in his honour at State House Marina and he was awarded the highest Nigerian national honour of Grand Commander of the Federal Republic.

Click the link in my signature to see a video and pictures of his visit.

Below is a picture of President Ibrahim Babangida and Dr Nelson Mandela on the steps of State House Marina. Hanging from Dr Mandela's neck is his GCFR medal. The picture is from Dan Agbese's book, "Ibrahim Babangida The Military, Politics and Power in Nigeria" (Adonis and Abbey Publishers, London, 2012).

Queen Elizabeth was also awarded the GCFR in 1989 and she in turn gave President Babangida an award (I think it was a knighthood, but I can't remember for sure). The Queen had previously been awarded the GCON in 1969.
Please also note that all those flagrant awards were given out by military government in Nigeria.

Also recall that anytime they strike and take over government, they suspend the Constitution first.

1) What does this have to do with the constitution?

2) Have you read the National Honours Act of 1964?
