U don't actually need to e a web programer before u can create a site.
Those site u mentioned are powered by wordpress.
Those themes are highly customize while the functionality is been aided by wordpress free plugins.

You can start with free themes that are mobile friendly with your music blog but as money keep coming from it you can now chose to high a web developer to customize a theme to your test

Running a music blog is not easy because most of this music producers do disturb a lot
