This is wholly a private sector initiative and jobs will be created for all nigerians ( before you start shouting marginalisa tion).

My brother this type of private sector initiatives don't need legislative approval. Btw the refinery will be build by someone from the north, no one is stopping Niger deltans to invest in their region.
