Is it possible to build penthouse on existing bungalow during renovation? Does that mean a different building approval must be applied for?

First you will have to seek approval from Development Control for this as the initial approval was just for the building of the bungalow.

A structural engineer would definitely be called upon to have a look at the building,Before erecting.
It all balls down to how old the building is and the soil bearing capacity. If your a building professional you should know better.
