I think this is just a show of power and authority. Saraki and Dogara closed NASS and are in a better position to impeach the president secretly since only them have the key to reopen the Assembly. The presidency also is scared because they know what saraki is planning to do by motivating mass defection to get required signatures. The presidency in its myopic thinking (according to dino) thinks they can impeach saraki with the use of state apparatus.
