Use the element tag <Link> to link your css file to ur html file
e.g
<link href="nameofcssfile.css" rel="stylesheet"/>

make sure this is in the head tage section

did that many times before making this post, no difference. I feel I made a mistake somewhere because even when I remove vital parts of the HTML notepad contents, the web contents remain the same.
I'm starting afresh.

use curly braces instead of brackets.
#header { color:#fff;} not this #header (color: #fff; )

also, be sure to have an element with id="header" within your body tag.

<body>
<div id="header">
</div>

</body>
