Use only high quality ingredients.

Quality could be a noun or an adjective. You may want to check again

"High quality" is an adjective.

High-quality shoes, low-quality shoes.

However, "good quality" is wrong. It is purely bad English.

You either write quality shoes or high-quality shoes

High is not the same as good. However "quality" as an adjective simply means good/ excellent .
