I don't know why people place the burden of scoring on only Hazard, we actually have strikers na. Were they not bought to score goals?

Award is time relative, but it must be given.

The best performance in 2018 may just be equivalent of the 6th best performance in say 2010, but since award must be given each year, the best guy in 2018 will win it, while a better performance in 2010 will not win it because there were superior performances for that year.

Unfair, yes. But that's it.

For this particular one, I kinda have to see your point. Not that it's a popularity contest per se, but it looks like FIFA just compensated everybody.
No way Salah's goal is better than the bicycle kicks, or Pavard's volley.
Salah makes the final three but doesn't make the eleven.
Courtois is the best goalie but DDG makes the team ahead of him.
It's just funny.
