Lagos is not a country. It's a state, of which foundation of development was done by the national government (the whole country) for 4 decades as the FCT. Stop claiming Lagos developed by SS oil money. Claim Ogun, Osun, Ekiti, Oyo... Nobody cares!!

You can't ask people to get resident permit in their own country. Lagos is a state and has a special status as the nation's FCT until recently in 1991. Didn't you do small Government Studies in secondary school?
