Yes, it is operational in Nigeria, but very limited...

1. You can only pay for products or services through PayPal from a Nigeria paypal account.

2. You cannot receive payment with a Nigeria PayPal account.

3. You cannot add your bank account to a Nigeria PayPal account.

4. But you can add your debit or credit card to only make payment on sites that accept PayPal payment.

Conclusion: if you need a fully functional PayPal account, go foreign....

Sorry for the late response, you should have quoted me, going foreign means opening a foreign PayPal account. By the way what exactly do you need it for?

For now you can't withdraw directly from PayPal to Nigeria bank account.
The major questions is, have you started earning online, if you have started, then it is necessary you get a foreign PayPal account, if not you don't need it for now.
