kenya can never be regional power talk more of Africa global power, you only become regional for this reasons
1) you control other and influence other countries as a result of economic influence , expanding own economy activities (banks,industries,technology..)to other nations and i don't think kenya GDP cant do that
2)only if you could influence other countries through religion and social activities such as movies, entertainment and cultural enrichment
3) you aspect who u are and try to spread that across other nation.
4) always see opportunities in other nations either poor, war zones and richer nations.

and I don't think kenya have these?
