I think it's wise for it to be done on equity basis where lowly economic powered counties should be allocated more funds than highly economic powered counties.
Atleast development will at a point be uniform.

Tanzania's government have done demolitions to a lot of unplanned structures,although there is resistance by citizens. Currently they have stopped due to court orders issued against the gov.
National housing corp. is a government entity tasked to build houses for middle classes and lower class houses for the citizens.
We have fewer slums in Tz,that is due to lower prices of land in Tz.

As I said that's a process that will take time-until most of us are politically mature to resist populist demagoguery and demand some minimum county services from our governors.eg why can't our pastoralist counties go for feedlot systems instead of nomadism which is easier in these days of sudden climate shifts and fenced farms? Why can't L Victoria counties prioritise water and irrigation-have you seen their combined development since 2013? And yet they're still as dry as N Kenya arid counties!?
That's just a start-once we change our mental paradigms the sky is literally the limit!

Lack of 'political will' has always been the problem.No passion to improve lives.The economy is growing,that's good but we need to be growing at double digits...6 or 6.5 % isn't enough.If the big four is delivered by 2022,then we will have made a huge step.It's a matter of 'if'
