It remains in Nigeria and spent in Nigeria by Nigerians. The only effect it could have is inflation, period...and that doesn't cause forex to be scarce rather , forex would experience what's called a glut. You have dollar, I have dollar and everybody has dollar. It would become surplus but in case of capital flight, everything is mopped up and taken back to their home countries by investors. Had those dollars you mentioned still remained amongst us, our naira wouldn't have been so weakened.
