For the Engineers in the house, how can one remedy a situation where the lap length is less than the recommended 1 foot length. please see attached picture.

What's your structure type?
Is that level the dpc chained level?

That's the DPC and going to be a two storey building

From the pix it appears you chained(plinth beam) your DPC.
I'll advice you just carefully chisel the concrete off the section where the column meets the bottom of the block and lap the extension reinforcement steel rods for continuation.
