Registration = over since at least 2 months. Wait till next year, or later on this year.

But my brother hasn't signed anything.
I believe he should get two armed officers to sign all the four forms required.

My question now is will it be acceptable, if all the four forms are signed by just two officers? Without taking any to the local government.

It simply means that your seniority on the rank starts from the day you pass out,this is for DSSC officers,but RC and SSC has advantage of seniority,the seniority for RC starts from the date of commencement of training ie 5Years,then after POP they will pass out as Second Lieutenant which they will wear for six months and they will be promoted to Lieutenant effective date of POP,on the other hand,SSC pass out with 3Years seniority which means they have to wear second lieutenant rank for additional 2Years before they are promoted.As DSSC you are decorated straight because of speciciality though not all courses listed are professional but it's an advantage.For DSSC & 24 SSC 45,A time will come when all of you will normalize , the seniority is always at the beginning.Keep hope alive and pray to be shortlisted,despite all challenges the army is a very prestigious profession,manage and join.

That's not really the reason, the stark truth is that most Igbos see it as a waste of time to join the military most especially the army. This is because they feel Nigeria is not worth dying for, they prefer to go and do business or use their certificate for other ventures, that is why anytime an Igbo soldier dies fighting insurgency instead of condolences you will be surprised that they will be hurling insult on such a one that he died for a useless cause, infact if your a Nigerian soldier to marry any Igbo lady will be difficult. They all feel bokoharam and insurgency is a northern problem that doesn't concerns them and thus must be left for the northerners to fix.
Moreover some Igbo officers sef discourage young men to join the NA, for above stated reasons, they will rather advice you to join NN or NAF, that is why competition for those arm of service is fiercely stiff. I'm a firsthand witness to this, the general believe is that you shud use your life for a profitable cause rather than go and commit suicide. Don't be surprised that some of the people that eventually showed up might not resume training if selected, because they must have learnt that they might be deployed in the NE instead of being in the office as most of them think, and I'm sure that majority of the successful ones that will show up disobeyed their parents/guardians and kinsmen.

PS: The one's that are willing to go aren't shortlisted by the NA, that's the irony of life .

Yea, but not all the candidates called for screening will eventually make it, maximum 9 per state(might change though) so bad as e bad slots must be filled highest they do patch, patch from neighbouring states(Zoning). Infact it is an advantage to people that showed up because there will be lesser competition for available slot. I know Anambra and Abia will have the least number of candidates in the SE especially Anambra people while Ebonyi will have the highest.

Interesting, seems the army takes the highest number of DSSC/SSC intakes per year. I don't think the Air force will take anything close to that.

I'm careful not to commit fallacy of hasty generalisation but judging from previous and present screening i'll say YES. 2016 only 15 people came for screening out of 30, for 2018, 17 people showed up (12guys 5girls) for SSC.
Majority of the guys that wants to join the army or already in the Army from Abia infact Igbos generally are in the diaspora. Isiukwuato peeps(hometown of former COAS) the people like army work pieces, I don't know if they always do village meeting for army cos I notice Personnel from isiukwuato always help their kinsmen get the job.

my take is that they are many ways to serve one country it must not be by joining the army(one of the major problem of the military is not being fare in handling their personels)

The Army doesn't recruit that way,that few people reported does not guarantee automatic enlistment, the normal procedure must be followed,if they don't fulfill it then another set is called,let me advice all of you, the country is facing alot of challenges even civilians that you protect sometimes turn against you,therefore you must be prepared to face challenges,the military job is very demanding now,despite your commission you will face the job.Finally based on your last comment i think it's Enugu , Anambra and IMO that were many during my time,infact Ebonyi state had only two out of 7 that reported and we have lost one of them . I still believe there are brave Nigerians who will take this job and make it in life.Goodluck in your endeavors
