He was not saying that people who don't have money don't love, he was saying that people who don't have money "don't get loved" which is very true. if a person doesn't have money, he may be able to get a lover, people who love him. But if his financial status doesn't improve, that lover that was claiming to love him will dump him very quickly. Love fades very fast when there is no money. Even the person's family will not love him the way they would love another family member that has money.
