He needs 25% minimum in 2/3 of the states which may or may not include FCT.

The problem is AMAC and Bwari Council area. These council areas are the most populated, about 65% igbos. They came out in Mass and gave Atiku 100% of their votes. So, until those areas are announced, it's not yet uhuru for PMB.
