Don't you think it is valid to argue that some people who were not accredited came after the time for accreditation had elapsed(2pm) and insisted on voting, threatening to attack INEC staff if they weren't allowed to vote and INEC allowed them but at the end did the right thing by rejecting those votes? This is just one angle, there could be several.

no that is not how to calculate. You calculate the number of votes in the Local government where election was conducted
