But one doesn't have to win more local government to win. Winning criteria are:

1. Majority of the total votes cast.
2. Score 25% in at least 2/3 of all LGAs.

So how will it be declared inconclusive?

with about 11lga remaining, PDP is leading with about 82,000 votes.
