I heard that foreign institutions accept HND holders for MSc. can HND holders apply for scholarships like these

I did to. I guess that might filter me out as I'm yet to receive NYSC discharge certificate.

Hopefully they don't but it doesn't turn out well, you can always try next time.

That's what someone on here said, but the last total scholarship advert mentioned that candidates should begin seeking admission to the France schools . This year no such instruction was there

Usually total doesn't ask people to seek admission. NDDC

Once you get the scholarship, admission to the school you chose is about 99% sure. Though you still need to apply normally and provide all necessary documents, Total corresponds with the school also.
