with the attached picture (instruction),does it mean you can build 2 separate building on the 800M land ?

it simply means you brought a land in a highly controlled Area
First 1 plot is approved as private 2 plot is seen as commercial
Only single stand alone building are approved there
If you Want a massive duplex it must not be beyond Certain height and must house only one family
