How many times have we heard Buhari govt talk of providing pipe borne water to Nigerian cities and villages?

Buhari and other leaders go outside Nigeria, see citizens drinking treated water from pipes.

They return to Nigeria to expect citizens to drink from private water boreholes or sachet/bottled water of unknown source.
