Killings and kidnapping in rivers is not random. It has become a norm just as OP said. Kidnappers and cultist are running rivers live private estate. But the governor has refused to make statement on the issue nor attempted to curb it.

Curfew is a short term measure to tackle temporary crises, such as a violent riot or inter-ethnic clash for instance. It is imposed to douse tensions and then quickly removed.

You can't impose curfew permanently to tackle vicious, persistent and cyclical criminality like the prevalent robbery and kidnapping that has taken over the state. You can't ground the economy and restrict lawful movement as a long term strategy to fight crime.

Recommend another thing Wike can do... Something that is within his constitutional powers to do as a governor and so-called "chief security officer" of the state.

The issue in Rivers state is quite simple: Absence of true leaders and failure of elders to rein in the youths... Wike is a brain-dead thug that would never be considered even for the post of street head in saner climes.
