Just shut up if you don't have what to say. Must you get partisan with everything? Tell me a governor that is not receiving security vote in millions monthly. Let him justify his security vote, that all. Haven't you seen governors that patrol day/nights to monitor security agencies performance in the state?
Must all arguments end in partisanship?
Buhari is handling security issues with kids glove at the federal level and we are complaining. Can't the states, especially Rivers State, that is controlled by the opposition do things better? This kinds of followership are the biggest threats to our democracy because they support their party foolishly.

I understand your concerns too, however due to politics and party affiliations our security has been manipulated to favour those who are in charge at abuja!

This is no secret as we are all aware that you can't castigate the president and still ask him to bring to direct the IGP to act on the insecurities in the state!

The problem ab initio has been our skewed and lopsided constitution that has subjected our security personnel to only be answerable to the centre!

To be honest with you,I don't like what's happening at rivers state, however the truth still remains that the least the governor can do is to plead with the commissioner of police in the state which won't be enough because the police commissioner only takes directives or orders from abuja which to me is a lopsided approach to curbing insecurity in our society!

I sincerely believe the police reforms which includes state policing will correct this anomaly!
The commissioner of police need not to take any directive from abuja before he acts on security challenges within his jurisdiction. He is empowered to act on his own and not subjected to IGP approval when it state matter.

Which directive does the commissioner of police need to take when people's lives is at stake. What is the duty of the commissioner of police in a state if not to protect the lives and properties of the citizens on behalf of the government.

It time they stopped playing politics with lives of people in the name of vergence or bitterness. The commissioner of police is appointed to work with the state government on behalf of the federal govt. In a sane society, the first function of any government is to protect and safeguard the lives and properties of the citizens, where there is contrary, it simply shows the person in charge is not capable enough govern such state. In the light of that, he/she should resign from such position but unfortunately, this is Nigeria.

I don't subscribe to the idea of state policing simply because the state government will eventually use them to victimise their political opponents or anyone who speak ill of their government as the police can be easily compromised. What we need now is to expand the police by recruiting more officers into the system. Community policing will curb the issue of insecurity we are experiencing in the country. With community policing, every adhering member of the society can work hand in hand with the security agency by responding swifty and prevent any security breach that is likely to come up. So the issue of state policing is not the solution to the insecurity in Nigeria

Wike is a blood sucker. when Amaechi personally drove the bandits out of River state did he consult the commissioner of Police? wike is evil and that was why we never wanted him in the first place. He has failed woefully to protect the people he swore to protect.

Based on the constitution, yes the commissioner for police is mandated to be answerable to only the IGP and the IGP to the federal government!
Failure to adhere to such will be seen as insubordination and express transfer or removal of such police commissioner!
That's the constitution for you!

I agree that one of the functions of a governor is to ensure the security of lives and property, however,we all know its all talk and no action....what am trying to say is that your function is based on the amount of authority you wield!
Right now,no governor has such authorities to command or direct police commissioners to do nothing unless they have been directed by the IGP!
A very typical instance is the Fulani herdsmen killings where the police commissioner told the governor, who wanted the commissioner to act quickly, that he has not received any directive from "abuja" hence he cannot do anything!

Finally,I do agree with you on the demerits of state policing, however, the community policing that you are seeking to offer is as a result of state policing!
What we should be talking about is how the police reforms can make the police have some form of independence!
State policing does not expressly involve the state government!
State policing which is apparently working in other developed climes can work without the involvement of the state government!

State policing involves the state government directly. The administration of state policing is solemnly in the hands of state government without federal government interference. The budget of the state policing will be passed by state house of assembly and any finances for the state policing is provided by the state government. Recruitment is also done on behalf of the state government. So the state government is in charge of the state policing. And one of the reasons the central government in Nigeria is strong and relevant is because the security apparatus is directly under the federal government. Once the state government have their own state security, then the relevancy and power of the central government will be reduced which will different weaken the central government. So the idea of state policing should be expunged. What we need to focus on is empowering the police more by increasing their budget allocation and recruiting more personnel's.

Some times you feel like endorsing yahoo yahoo cos some localities where majority of cultists have embraced it are witnessing reduced insecurity, lower spate of armed robbery and kidnapping.

I just got the full thrilling gist of horror that the boys unleashed on my PH neighbourhood while I was away for 8 months in Lag. To the extent that SARs had to stand in my street from morning till evening daily, killed up to 7 boys last year, killed 2 since I returned, the rest have fled the area. Bakasi boys are now our security since last Nov.

Rivers youth are just too lazy cos its lazy people who easily carry arms. They are too lazy or impatient to go pick beans in HKs for few months while learning all the formats.

As for me, I prefer Internet burgers to these wanton killers in Rivers state. My hometown has become more peaceful with boys relocating to join HKs in GH, Malay, Dubai, India, etc and even some Nigerian cities like PH, Asaba, Benin, Lagos (Even if we no go hear word during festive period).
They're now returning home to develop the area.
Boys are now adding other trades: fashion, real estate, entertainment, car dealers (check your TLs) and their wedding invites are increasing daily. As if the thing don begin norm.

So yahoo is a lesser evil.

[quote author=AmazingELixir post=77925122]I thought you had better thing to say now you even sound more clueless than I imagined, first and foremost security votes is not limited to Rivers state alone, even states like Borno, kaduna Zamfara, Benue, Lagos etc with substantial votes still experience unprecedented crime rate, secondly and more importantly Wike administration sent an executive bill to the legislature spelling out death sentence to convicted cultists and kidnappers which is already passed and signed into law...I know in your conspicuous ignorance this information is alien to you because you rather flow with those that will rather put Rivers state and the government in bad light.

Lastly and most importantly the government of Rivers state came up with audacious and more proactive measure to tackle head on the challenges of insecurity in the state by setting up the Rivers state neighbourhood watch which most states already have, to provide credible Intel to the conventional security agencies to tackle criminality head on and forestall premeditated crimes...the federal government response ofcourse was to send in her military armada with active connvance with some disgruntled persons within the state to thwart that effort with the baseless excuse that the state was recruiting militias even though the state security council comprising of the the state officials, police, Dss, army and other para troopers are all involved in the setting up of the neighbourhood watch.

oga thanks for the analysis, I can see u are not just an ordinary supporter but someone that have a stake in wike government, I am an informed person but I don't support party or person. I am just here to contribute my quota for the benefit of the common man in street, because their bad decisions affect all of directly. Sorry for my manners. enjoy the rest of ur day.

There is something about Rivers state. It's like most youth there have no family or moral structure. They have no value for life, or improving their community. All they care is which fraternity or group one is in and how to use crime to make money.
Before it was about cultists killing cultists. But this is a promising lady who probably didnt live by the gun and had to die so violently. It is quite a shame. A friend of mine told me that outside PH he cant stay anywhere else in Rivers State. Government needs to instill a high military presence in that state. May her soul RIP
Even PH is not safe o. I was robbed Inside my own home in pH. Na God save us that day. Just small make I reach home naim dem want take finish me. Na hotel to hotel I sleep till I commot.

Those states that practice state policing ensure that there will be no interference from the state government!

being called state does not imply that it must be controlled by the state government of that state!
The governor can be obligated to provide for welfare and provision of what the security require but that does not imply that they must be subject to the state government!
We have had enough of the interference of the Nigerian police force by the federal government!
Its time we made the police autonomous in order for them to be unbiased and effective!

If they are not being controlled by state government, are they independent on their own?

And from my own point of view, state government can't be catering for their needs and not being controlled by them. As far as state government is financing them directly, they will be under the control of state government.

Do you know there is a particular allocation that comes from federal government to all state governments every month to fight insecurity in every state. Its called "security votes". Each state gets nothing less than 500million monthly to cater for the security challenges within their states. The state does not in any way spend on security in Nigeria.

I get your point...he who pays the piper dictates the tune!
However, that's not the case here because we definitely need an autonomous security personnel!
My point is that if the judiciary and legislative are independent of the executive despite the fact that its the executive that provides the funds for both for the state and federal entities, why can't we do the same for the security personnel considering the fact that its a very sensitive institution and there should never be a margin for errors when it comes to human lives!

I do believe that in other saner climes, the security personnel esp the local police is funded by the state government, yet the state government have no influence on the security personnel and this is based on the constitution that protects the security from the interference of the state government!

The reason why the police force is in shambles is due to influences from the federal government...this is what the federal government has been doing for a long time with our security personnel and it has to stop!
All am saying is if we want to make our security to be top notch and effective,we must make that institution autonomous...if we dont then we can as well be our own security!

Our security agencies can't be autonomous simply becuase we are operating Democratic system. Giving the security agencies the liberty to operate on their own without being dependent of the executive arm of government is hazardous and not healthy. It simply means we are calling for a military rule in Nigeria. Thats why the President is the Grand commander of all the armed forces in Nigeria. He has the power to make appointment as regards the leadership of various security agencies, which they are directly answerable to the president.

The police and other security agencies can only be under the executive arm of government being the highest and most superior arm of government. Historically, the police were used by our colonial masters to oppress the masses during the colonial era. The use of the police politically has been existing since time immemorial. The only panacea to the security challenges in Nigeria like I said earlier is "community policing". Like you said, security institution is a sensitive and vital institution in any government, any vacuum created in this institution can result in something detrimental to.the government and the Nation at large so it needs to be handled carefully.

If you read more about community policing, you will actually understand more about the system. Thats the only solution.

Won't the same "community police" system be under an institution of the government that has made a mockery of it?
How is it possible for the judiciary, for instance, to be independent without undue interference from other arms?
I keep asking...how were saner climes esp the Americas able to implement "state policing" without the interference of any kind of government?
Mind you...being autonomous doesn't imply that there won't be a regulatory arm to ensure there is no high handedness on the part of the security or anyone!
Your solutions as noble as it may be sound will still depend on the same government that we are seeking not to interfere with our security system!
In my opinion, i still believe state policing is the still the best solution for the insecurities in our nation only if the right laws and policies are drafted to ensure no one takes advantage of the system!
Without a fair amount of independence,we will never achieve the kind of security institution that we always see in other advanced countries!
