As we all thought it was
The three things I am suspecting are

1)it might be a father and daughter reunion,because they share some facial resemblance

2)Regina's mum might have collected a large sum (maybe by borrow) from this man,and the girl is been sent to appease the gods,even as a collateral or the mum has been sharing some sexual affair with a him but the man demanded for more,that were Regina stepped in.

3)This might be simply a publicity stunt for both to trend ,as u can see Ned is growing in popularity already.
