Clearance can never be far greater than tackles for a CB.

In my own football experience, what most people use to rate CB are:

1. Interceptions
2. Tackles
3. Blocked shot
4. Clearance

He has this bad habit of jogging imperiously whether there is danger or no danger.
That is why more often than not Robertson, TAA and the others respond to goal mouth scrambles better than him.
He had no business strolling like that when there was so much danger. Ashley Cole, Carvalho and even your much maligned John Terry didn’t behave like that often.

Having said all that he is not as bad as you paint him though. It’s just the hype masters that went overboard with the praise. I don’t blame them too much sha, cos there are relatively few good CBs around.

He is a perfect example of an acivity former, defenders who will be pointing all the time instead of doing things. Making it look like they are busy or coordinating. There was a time he left his position went to contest an aerial ball with his own teammate collided with Matip and he was still pointing hands instead of apologizing

Tackling on the other hand is a high risk activity that is more likely than the others to lead to fouls and cards. While it is a worthwhile skill to have it should only be used when absolutely necessary, and that usually happens when a defensive assignment has been missed earlier by someone.

Any central defender who depends on tackling more than the other skills is a calamity waiting to happen.

The bold is the crux of the matter. Tackles are high risk and should be avoided if possible. It should be a last card, get out of jail not your first go to when stopping attacks

The key skills for a defender are
Interception, positioning to shepherd the attacker to a less threatening area, blocking, there are some defenders who are calm under pressure and won't just boot the ball into oblivion but will pass out of the back. Those ones will have low clearance but higher passes
