People are funny because God or Christ is patient or observing I don't understand anymore... There was a time before Christianity gained grounds in Nigeria people feared stealing.. People go to farms and jobs leaving their wares outside to be sold with price tags because we were all afraid of the gods and moral standards were intact... Fast forward to today... People use Christianity to hide their deviousness.. Smh

As the Judicial Commission of Inquiry set up by the Rivers State Government to probe the sale of valued assets of the state and other matters continued its sitting on Friday, the technical consultant to the state on the monorail project, Arcus Gibbs revealed that  he advised former Governor Chibuike Amaechi against continuing with the project.

Managing Director of Arcus Gibbs Nig Ltd, Wiero Viguezang, however said his company gave the advice only after collecting N22.9bn from the Rivers State Government since its services were enlisted in March 1, 2010.

Viguezang spoke when he appeared before the commission to explain the role played by his company in the monorail project being probed by the commission.

While being cross-examined by counsel to the commission, Dr. Zaccheus Adangor, Viguezang, stated that the monorail project was no longer tenable considering the shortfall in the state’s revenue and the inability of its original technical and equity partners, TSI Nig Ltd, headed by the former military administrator of Rivers State, Brig-Gen Anthony Ukpo (Rtd.), to fulfil its obligations to contribute 80 per cent of its equity holdings.

He disclosed that the state owes his company N1.1bn for its services.
He also said the company had in a letter to the Rivers State through the ministry of transport, in April, made a six-point recommendation to the Rivers State on how to unbundle the monorail project in such a way that the state government can salvage some financial benefits out of the N33.9bn so far invested in the project. The monorail project was originally estimated to cost about Euros2250m.

The technical partner had in its sixth point of recommendation suggested to the Rivers State Government to unbundle the monorail project and approach the manufacturers of the mechanical components and rail tracks in Germany and exploit the possibility of reselling components at a lower price to the manufacturers.

He said the company also advised the state government to consider the option of using the monorail facilities for other commercially viable purposes, mentioning the spaces between pillars and surrounding areas of the monorail project, stressing that the area between Azikiwe Road and the UTC axis could be put into very fruitful commercial purpose.
Viguezang also told the commission that his company and the state government had planned to unveil the monorail project last April specifically to mislead the people of Rivers State into thinking that the project, which has gulped N33.9bn, was still on course.

He admitted that his company wrote a memo to the commissioner for transport to arrange the unveiling of the project essentially for media coverage since the project was “technically uncompleted”. 

According to Viguezang, “We actually wrote to the ministry of transport in January, to arrange for the governor to unveil the monorail project in April for the attention and coverage of the media based on the expectation of the people of the state.”

When asked to clarify if the unveiling was to deceive the people of Rivers State into believing that the controversial monorail project was ready, Viguezang admitted; “It was to deceive the people into believing that the monorail project was at last ready”.

The managing director, however, stressed that “apart from the media coverage and public attention that it is expected to generate, the monorail was not technically and commercially ready. Only phase 1a within phase 1 of the project was ready. So, there was no way the public would have been able to use the monorail as at April when we asked the ministry of transport to unveil the project to the media”.

Viguezang admitted that the Rivers State government enlisted services of Arcus Gibbs at the cost of N600 million from March 1, 2010 to December 1, 2010, after the memorandum of understanding (MoU) with TSI collapsed because TSI could not raise revenue to fulfil the payment of its 80 per cent equity share capital.

He stated that part of its role as the technical service provider to the Rivers State government concerning the monorail project was to evaluate and assess the activities of TSI and give an independent opinion to the Rivers State government.

He was re-elected for a second term on 26 April 2011. Amaechi was a member of the People's Democratic Party before defecting to the All Progressives Congress on 27 November 2013. He is now a serving Federal Minister of Transportation. He is also the director general of Buhari reelection campaign.

Early life and education


Amaechi was born in Ubima, Ikwerre Local Government Area of Rivers State to the family of late Elder Fidelis Amaechi and Mrs Mary Amaechi. His first and last names are Ikwerre meaning “God is strength or power” and “who knows tomorrow” respectively. He was raised in Diobu, a densely populated neighbourhood in Port Harcourt, and had his early education at St Theresa's Primary School from 1970 to 1976. He earned his West African Senior School Certificate in 1982 after attending Government Secondary School Okolobiri.

Chibuike received a Bachelor of Arts degree (Honours) in English Studies and Literature from the University of Port Harcourt in 1987, where he was the President of the National Union of Rivers State Students (NURSS). He completed the mandatory National Youth Service corps in 1988. He thereafter joined the Services of Pamo Clinics and Hospitals Limited owned by Peter Odili, the former Governor of Rivers State where he worked until 1992.

He is married to Judith Amaechi and they have three boys.

Early political career


Amaechi first office in politics was as Secretary of the now defunct National Republican Convention in Ikwerre Local Government Area of Rivers State. Between 1992 and 1994, he was Special Assistant to the Deputy Governor of Rivers State, Sir (Dr.) Peter Odili, and also a member of the Board of West Africa Glass Industry as well as Risonpalm Nigeria Limited. Dr. Peter Odili believed in him as a young man with potential in politics, and adopted him as a political son, guiding and nurturing him in politics, and consequently facilitating his election into the Rivers State House of Assembly in 1999.

This relationship between him and Odili translated into a harmonious relationship between the Executive and Legislative arms of government in Rivers State, until when Rotimi Amaechi launched a campaign against the State Government, and verbally attacked the image of the State Governor, in an effort to succeed Peter Odili as governor in 2007.

He was the Rivers State's Secretary of the Democratic Party of Nigeria (DPN) caretaker committee after in 1996 during the transition programme of General Sanni Abacha junta.[6]

In 1999, he contested and won a seat to become a member of the Rivers State House of Assembly to represent his constituency. He was subsequently elected as the Speaker of the House of Assembly. Amaechi was elected the Chairman of Nigeria's Conference of Speakers of State Assemblies. He was reelected into the State House of Assembly in May 2003 and was also re-elected as the Speaker. In 2003 when the National Assembly moved to hijack the legislative functions of the State house of Assembly as enshrined in the constitution, he and his colleagues took the matter to Nigeria's supreme court and the court gave a judgment that the control and supervision of local government is the prerogative of the State House of Assembly.

Governorship


He contested and won the People's Democratic Party primary for Rivers State Governor in 2007. His name was substituted by the party, an action which he challenged in court. The case eventually got to the Supreme Court.

He became governor on October 26, 2007, after the Supreme Court ruled that he was the rightful candidate of the PDP and winner of the April 2007 Governorship election in Rivers State.

He was reelected for a second term of four years in April 2011.

His administration invested in infrastructure development, construction of roads and bridges, sticking to the vision of connecting all parts of the state by road. The governor was also committed to urban renewal and modernization of transportation services. His administration began building a monorail to provide mass transportation within the city of Port Harcourt.[citation needed]

Some power plant projects (Afam, Trans Amadi, Onne) were also built to improve power supply in the State.

Chibuike Amaechi holds the national honour of the Commander of the Order of the Niger (CON). He is a Christian Catholic and a Knight of St. Johns.
