A reasonable govt would have build a heavy luggage train system from port to mainland especially outskirt of the state like Berger and create a land ferry port there so the pressure will not be much within the state. And also connect a direct bridge linking Apapa to Island ( the distance between Apapa and Island is not much ) so that those containers going to Island will not necessary have to past thru Apapa Again.
